SUMMER GAMES LA28EQUINE MOVEMENT VALIDATION PROGRAM
The 2028 Los Angeles Summer Olympic and Paralympic Games represent the most complex international equine movement event in the world. BIOPASS is developing a proposed equine movement validation program targeting LA28 as its defining deployment environment — subject to institutional approval, funding, regulatory authorization and operational agreements.
LA28 is the proposed validation environment — not a commercial launch.
The 2028 Los Angeles Summer Olympic and Paralympic Games represent the most complex international equine movement event in the world: horses from 30+ nations, crossing multiple jurisdictions, under full institutional scrutiny, within a defined operational window. BIOPASS is developing a proposed equine movement validation program targeting LA28 as its defining deployment environment. The purpose of that deployment is to generate operational data, institutional engagement, and documented performance evidence — not to assert commercial readiness in advance of it. Subject to institutional approval, funding, regulatory authorization and operational agreements.
Institutional & Regulatory Reference

From prototype to proposed validation deployment.
Controlled system development
Core biometric identity, health record, and movement documentation infrastructure built and tested in controlled environments. BIOPASS EXPRESS™, BIOPASS DIGICERT™, BIOPASS COMPLY™, and BIOPASS ID™ developed as integrated platform components.
Pilot deployments with partner facilities
Structured testing with partner facilities, carriers and competition venues. FASTGATE™ and BIOPOD™ hardware prototypes evaluated in live equine movement scenarios. Compliance workflows developed against FEI and USDA/APHIS documentation requirements. Each sensing modality subject to defined independent validation before clinical or performance claims are made.
LA28 pre-Games operational rollout (proposed)
Proposed full platform deployment across LA28 equine movement corridors — origin countries, transit hubs, Ontario International Airport temporary terminal concept, and competition venues. BIOPASS integrated equine screening terminals proposed at certified entry and processing points. GREEN LANE EXPRESS™ activation planned for elite equine cargo. Subject to institutional approval, funding, regulatory authorization and operational agreements.
Real operations across 30+ jurisdictions
Horses from 30+ competing nations processed through the BIOPASS verification layer. Every movement — origin certification, transit clearance, arrival verification, competition credentialing, and return documentation — executed on the live platform. Real biosecurity events handled in real time.
A longitudinal dataset built through operation
A successful LA28 deployment would generate movement records, health outcomes, compliance performance data, biosecurity incident data, and jurisdictional clearance times — captured at Olympic scale. That dataset would represent the operational evidence base for subsequent institutional engagement and commercial deployment discussions. It cannot be generated without operating.
FEI, USDA, CBP, and host-nation engagement
A successful LA28 deployment is designed to produce an institutional engagement record that can support subsequent commercial deployment discussions. Governing bodies that accepted BIOPASS data at the Games would have operational precedent to consider it for future events. Border agencies that processed BIOPASS-documented horses would have a documented basis for preferential processing discussions. No institutional endorsement is claimed in advance of operational deployment.
What a successful validation could enable
A successful LA28 validation is designed to position BIOPASS for post-Games commercial deployment discussions — with carriers, facilities, governing bodies, and institutional partners that participated in or observed the deployment. The enrolled horse population, the institutional engagement record, and the operational data would form the basis for those discussions. The platform is designed to operate beyond the Games. Whether and how it does depends on the outcomes of the validation itself.
Royal Valterra, Scottsdale AZ — potential first permanent installation
Royal Valterra in Scottsdale, Arizona and the Brisbane 2032 Toowoomba Stadium Project are identified as potential sites for the first permanent post-LA28 BIOPASS deployments. These would represent the inaugural build-out of the full BIOPASS integrated physical infrastructure stack. Proposed as potential first nodes of a permanent network — subject to engineering verification, operator approval, veterinary welfare validation, applicable regulatory requirements, funding and formal agreements.
The proposed Summer Olympics LA28 deployment is designed to operate at full Olympic scale — not as a test, but as a live validation environment. Proposed program. Subject to institutional approval, funding, regulatory authorization and operational agreements.
The premium tier — proposed for LA28 and beyond.
GREEN LANE EXPRESS™ is BIOPASS's proposed premium manifest status for elite equine cargo — pre-cleared biosecurity, expedited customs, priority terminal handling, and dedicated BIOPASS EXPRESS CARGO FLIGHT corridors. The LA28 deployment is the proposed first operational environment for GREEN LANE EXPRESS™. Full-scale commercial deployment would follow a successful validation. Subject to institutional approval, regulatory authorization and operational agreements.
The outcomes of LA28 are not temporary. They are structural — if the deployment succeeds.
Operational data
Olympic-scale movement records, health outcomes, biosecurity incidents, and clearance performance — accumulated over 90 days across 30+ jurisdictions. This dataset can only be generated by operating at that scale.
Institutional engagement record
FEI, USDA/APHIS, CBP, and host-nation veterinary authorities that processed horses through BIOPASS at the Olympics would have operational precedent. That precedent is the basis for subsequent commercial deployment discussions — not a guarantee of adoption.
Validated infrastructure
FASTGATE™ installations, BIOPOD™-equipped vehicles, and BIOPASS-conformity-ready terminals deployed for LA28 would represent validated, operational hardware. Subject to the outcomes of the validation itself.
Enrolled horse population
Every horse that competes at LA28 through the BIOPASS system would have an identity record, health history, and movement log. That record has ongoing value to the owner and to subsequent movement authorities — creating a natural incentive for continued use.
