BIOPASS COMPLY™ is being developed to help authorized users determine what documentation is required for a proposed movement, identify missing or expiring records, document review status and route exceptions to the appropriate veterinarian, regulator or operator.
International equine movement crosses regulatory jurisdictions, veterinary systems, carriers, quarantine facilities and competition authorities. Health certificates, identity records, permits, carrier documentation and competition credentials are produced by different organizations for different purposes. Each system may work on its own. The difficulty appears when the horse moves between them.
BIOPASS COMPLY™ is being developed to preserve documentation provenance and chain of custody across those transitions — mapping applicable requirements, identifying missing records, and supporting authorized review before movement begins.
BIOPASS does not determine whether a horse is legally admissible. That determination remains with the competent authority.

BIOPASS COMPLY™ is designed to manage the record, verify provenance where authorized interfaces are available, and present information to the appropriate party. The veterinarian or competent authority issues the certificate. BIOPASS does not determine whether a horse is legally admissible — that determination remains with the competent authority.

Vaccination histories, treatment logs, and veterinary attestations are stored in tamper-evident records linked to each animal's identity. Every update is timestamped and signed by the issuing veterinarian, and is available to authorized parties where appropriate permissions are established.

Quarantine status is tracked against the horse's verified movement record. Hold flags can be propagated to connected checkpoints where authorized integrations are in place. Movement clearance requires explicit authorization from the responsible authority — BIOPASS records and routes the status; it does not issue clearance.

BIOPASS COMPLY™ is being developed to help authorized users identify what documentation is required for a proposed movement across participating jurisdictions — including USDA APHIS, EU DG SANTÉ, DAFF Australia, MAFF Japan, and GACC China. Requirements are applied based on origin, destination, and transit routing where the applicable ruleset is maintained and current.

COMPLY is designed to notify logistics coordinators, veterinarians, and event organizers of upcoming certificate expirations, identified documentation gaps, or records requiring review — before movement begins. Exceptions are routed to the appropriate veterinarian, regulator, or operator rather than silently cleared.

Every compliance action, document submission, and status change is logged in a tamper-evident audit trail. Governing bodies, customs authorities, and institutional partners can generate compliance reports on demand. The record supports regulatory review — it does not substitute for it.
