BIOPASS is developing a private performance-based certification and conformity-assessment framework for equine identity, movement, transport, facilities and events. Once the standard is established, every participant — horse, vehicle, stable, terminal, carrier, event, and route — is designed to operate within the ecosystem.
BIOPASS is not a regulatory body. It does not issue government health certificates, replace customs authority, or seek to assume the jurisdiction of any national veterinary agency, federation, or international governing body. The BIOPASS conformity framework is a privately developed performance standard — designed to sit beneath existing institutional frameworks and provide the verified, machine-readable documentation those institutions need to make faster, more reliable decisions.
ADDITIVE, NOT SUBSTITUTIVE
BIOPASS conformity is designed to layer on top of governmental authorization — not replace it. A BIOPASS-conformant horse still requires all applicable government health certificates, import permits, and veterinary authorizations for its movement corridor.
INSTITUTIONAL INTEROPERABILITY
The BIOPASS conformity framework is being architected for future integration with the systems that governing bodies, customs agencies, and veterinary authorities already operate — as a verified data source those systems can query and reference where authorized agreements are in place.
VALIDATION BEFORE CLAIMS
BIOPASS does not assert regulatory recognition it has not earned. Every sensing modality, data integration, and institutional relationship is subject to independent validation and formal agreement before it is represented as operational.
BIOPASS certification is not one product. It is a family of interrelated standards that together define what it means to operate within the global BIOPASS network.
The foundational conformity category. A BIOPASS-conformant horse carries a verified biometric identity, a complete and current health record, and a compliance status available at every participating checkpoint in the network. Every other conformity category in the ecosystem is designed to interoperate with this one.
Per-animal enrollment + annual renewal
Ground transport vehicles assessed to BIOPASS biosecurity standards — equipped with BIOPOD™ modules, chain-of-custody tracking, and environmental monitoring. A conformity-ready vehicle is a trusted node in the proposed transport network, eligible to carry BIOPASS-enrolled horses.
Per-vehicle assessment + annual inspection
Training facilities, breeding operations, and boarding yards assessed to BIOPASS biosecurity and record-keeping standards. Assessment confirms that the facility maintains the identity, health, and documentation integrity required for horses to enter the proposed movement network.
Facility assessment + annual audit
Airport cargo terminals, quarantine stations, and ground handling facilities assessed to BIOPASS standards for intake, custody transfer, health inspection, and biosecurity containment. Conformity-ready terminals are the proposed physical nodes of the global compliance network.
Terminal assessment + per-movement processing
Airlines and logistics operators assessed to transport BIOPASS-enrolled horses under the BIOPASS chain-of-custody standard. Assessment covers crew training, aircraft configuration, documentation protocols, and biosecurity procedures for every leg of the journey.
Carrier assessment + per-flight manifest
Equestrian competitions, racing events, and breeding shows assessed to require BIOPASS verification for all participating animals. Conformity-ready events gain instant eligibility verification at the gate, fraud reduction, and a compliance record that supports governing body requirements.
Event assessment + per-entry verification
End-to-end transport corridors — origin stable to destination terminal — assessed as fully compliant BIOPASS pathways. A conformity-ready route confirms that every node, carrier, and checkpoint along the journey meets the BIOPASS standard, enabling pre-cleared movement with reduced friction.
Route assessment + per-movement corridor
These are not the same thing. Understanding the distinction is essential to understanding the BIOPASS business model — and why it is not subject to regulatory capture or displacement by government-issued credentials.
BIOPASS Systems — a private infrastructure standard
National veterinary authorities, customs agencies, or regulatory bodies
Network participation — confirms a participant meets the BIOPASS operational standard
Legal authorization — confirms a participant meets the minimum legal requirement to move or compete
Covers identity integrity, biosecurity protocol, chain-of-custody compliance, and data standards
Covers health status, species-specific import/export requirements, and jurisdictional biosecurity law
BIOPASS conformity is additive — it layers on top of governmental authorization and is designed to make compliance with it easier to achieve and document
Governmental authorization is the legal floor — BIOPASS conformity is designed to raise the operational ceiling above it
BIOPASS does not issue government health certificates or replace regulatory authorization. Conformity with the BIOPASS standard does not substitute for any government-issued permit, certificate, or clearance.
Government-issued certificates and authorizations remain the legal requirement for international movement. BIOPASS does not seek to replace them.
Governmental authorization is the legal floor.
BIOPASS certification raises the operational ceiling above it.
No government agency issues BIOPASS certification. BIOPASS certification is a private infrastructure standard — and the revenue it generates flows entirely to BIOPASS Systems.
BIOPASS DIGICERT™ is the issuance, verification, and revocation infrastructure that powers every certification category in the ecosystem.
Every certificate is cryptographically signed and linked to the animal's or facility's verified identity — impossible to forge, transfer, or misrepresent.
Any authorized party — customs officer, event organizer, veterinary authority — can verify any certificate in under one second from any checkpoint worldwide.
BIOPASS is being architected for future interoperability with federation and governing-body systems — including FEI, USEF, HKJC, AQHA, and regional federations — where authorized agreements are established.
Every certificate is anchored to a distributed ledger — creating a permanent, tamper-evident record of issuance, validity, and any revocation events.
When a certificate is revoked, the change propagates instantly across all connected systems — no lag between decision and enforcement at any checkpoint.
The architecture is being designed to reference authorized FEI EquiPass information — veterinary history, passport images, and government-issued documentation — where access and permissions are formally established.
